The Federal Office for Consumer Protection and Food Safety (BVL) of Germany functions as the national contact point within the European system of administrative assistance and cooperation (AAC) for food fraud cases, coordinating communication between authorities of German federal states and their counterparts in the rest of the European Union when a fraud case with cross-border implications is detected. Food fraud—defined by the BVL as deliberate deception of the consumer through alteration, substitution, or false labeling of a food product for economic gain—reached, according to baseline figures from 2022, over 220,000 documented cases in Germany, a volume that underscores the structural magnitude of the problem beyond individual cases that reach the media.

Unlike an alert for Listeria or Salmonella, which originates in a laboratory finding on a product sample, a food fraud case is typically detected through documentary audit, commercial traceability analysis, or complaints from competitors in the affected sector harmed by unfair practices, as occurred in France with the case of counterfeit cured ham. The international coordination offered by the BVL as a contact point is especially relevant in a market like Germany's, highly integrated into the import and distribution chains of the rest of the European Union, where labeling fraud can originate in one country and manifest commercially in another.
